Bids for the sale of real property

INVITATION TO SUBMIT SEALED BID

Pursuant to O.C.G.A. § 32-7-4(b)(1)(A), the City of Rincon, Georgia is accepting sealed bids for the sale of real property abandoned pursuant to O.C.G.A. § 32-7-2(c) and more specifically described as: 

All that tract or parcel of land lying and being located in Effingham County, Georgia, containing 0.579 acres, more or less, and being more particularly described as “6TH STREET” on that certain plat prepared by Jimmy R. Toole, R.L.S. No. 3119 and recorded in Plat Book 30, Page 197 in the records of the Clerk of Superior Court of Effingham County. 

All sealed bids must specify the amount to be paid to the City and must identify the proposed use of the real property to be sold. The City may accept the highest of the sealed bids, but in no event shall the City accept any bid less than 15 percent of the established market value of the real property, such established market value being ONE HUNDRED EIGHTY-NINE THOUSAND and 0/100 DOLLARS ($189,000.00). The real property is being sold as-is. The conveyance of the real property by the City to a winning bidder, if any, shall be by execution of a quitclaim deed, and the deadline for the winning bidder, if any, for making payment in full to the City shall be November 28, 2025. The City reserves the right to reject any one or all bids, in its discretion, to readvertise, and/or to abandon the sale at any time.

A material condition for the purchase of the real property shall be that the winning bidder, if any, must enter into an access and utility easement agreement with the City granting the City a perpetual, appurtenant, non-exclusive access and utility easement over, under, and across the real property for the purpose of providing, maintaining, and accessing utilities located within the real property.

All sealed bids must be submitted to the Rincon City Clerk on or before Friday, November 21, 2025, at 5:00 P.M. All bids received by the Rincon City Clerk shall be opened at the regularly scheduled meeting of the Rincon City Council on Monday, November  24, 2025, beginning at 6:30 P.M., during which time the Rincon City Council may vote to accept any of the timely submitted bids, to reject any one or all bids in its discretion, to readvertise, or to abandon the sale.
